NHS Pension Scheme (Scotland): Proposed changes to member contributions from 1 April 2022

Following discussion at the Scottish Health Committee on Monday please find attached initial information and resources with regard to the above consultation.

The Scottish Public Pensions Agency are consulting on the implementation of a new member contribution structure for the NHS Pension Scheme in Scotland to take effect from the 1 April 2022.

The deadline for responses is Sunday 27 February 2022 and you can view the consultation document etc at https://pensions.gov.scot/nhs/scheme-governance-and-legislation/consultations. The consultation documents are also attached.

UNISON will be responding to the consultation and will be canvassing branches and members for their views over the coming weeks.

The main proposals are: 

1. Moving from contribution rates being based on whole-time equivalent pensionable pay to actual pay

2. Phasing in changes over a 2-year period

3. Continuing to increase tier boundaries in line with annual AfC pay awards

4. Potentially minimising contribution increases in the 1st year (i.e. 2022-2023) by basing on an average 9.6% yield rather than the 9.8% required every subsequent year, at a cost of £12m being diverted from health services

There are major concerns with these proposals, how the costs will be passed onto lower paid scheme members, while the very highest earners standing to benefit the most.

UNISON NHS SCOTLAND PENSIONS CONSULTATION MEMBER SURVEY

We will also be  conducting a member survey to find out what information members would like from us, to gauge how much our members know about these changes and the NHS pension scheme, and what issues members would like us to raise directly with the Scottish Government and the SPPA. BRANCH RESOURCES & BRANCH PENSIONS MEETINGS/ BRIEIFINGS

A dedicated pensions page has been set up on the UNISON Scotland website Health Pages, which all resources will be posted to. This will go live on Monday 31st January. Following the webinar on Tuesday 1st  February, a member briefing/leaflet and a PP presentation will be also be available for use. Attached is an amendable headed pensions bulletin doc for branches planning their own pensions briefings/meetings for posters etc. As discussed at Scottish Health Committee could all branches please advise details of any events planned, a pro forma is attached.
